One might consider themself an atheist, in the sense that they reject authoritarian theocracy as an acceptable form of government. One might consider themself an atheist to the extent that they reject a claim of divine authority of one over many, or of a few to dictate the will of God to others. One might consider themself an atheist to the extent that they reject certain particular notions of the identity of God. The same one may not consider themself an atheist to the extent that they do accept the application of the term "god", by some, to cosmic powers that they know exist, even if a scientist might label them differently.
